Also, if I were a tenant in a building where I had to pass a rigorous screening, with the peace of mind knowing that all my neighbors did too, and suddenly the rules were changed and my neighbor ended up being a convicted felon of a violent crime, I would be up in arms.  

Especially interested in seeing how other members in Southern California or other high real estate markets are navigating out of state deals. 

JV can be very complex (and rightfully so) and most of the time, you want to avoid them, unless you have experience to navigate that field well.
