In many states, negotiating a contract to purchase a property, marketing that property/contract publicly, locating a buyer, and getting paid a fee for said services constitutes brokering and without an active real estate license, you will have then brokered without a license which can be punishable by fines, jail, and/or restitution.

At a first glance though (and in no way does this constitute legal advice, as I am not a licensed attorney), in most instances that lease can't be terminated (with only a very few exceptions to the rule).

For something that sounds that bad, I would expect more attempts at contact then what you State was given, however, your state laws and your lease agreement are what will weigh in most here.Upon inspection of this damage, particularly the mount of damage that would likely constitute an issue ongoing for more than a week, I would be heavily inquiring from my tenant as to why they let this issue go for so long.
