On the other hand Polk County, home to Davenport FL gets only 5.2M visitors per year which spend $1.5B on not just lodging but restaurants, shopping, entertainment, attractions etc.

I just had an offer accepted for a waterfront property on Lake Michigan near Door County in Wisconsin.I couldn't pass up this place knowing that land on Lake Michigan in this area seem to get bought before most even see it on MLS.It has a modular home built in 2002 and seemed well taken care of but had not seen any visitors for the previous 2 years. 

This is more niche than airbnb and am unsure what sort of demand there would be for this in Cleveland apart from maybe University Circle area where you could rent to visitors in town for Cleveland Clinic/UH and Case around there.

The city's mayor just initiated an initiative to upgrade and add new housing to the city and there are several huge capital improvement projects underway that should bring more business, visitors and residents alike to the city between 2021-2025. 

Locations next to hospitals (osu,nationwide hospital) because they provide short term rental for med visitors or families of patients.
