I also want to add the dynamic of additional siblings who refuse to sign off on anything so that my mother can get a loan in her name since technically the home belongs to all of the siblings. 

Heir wants another $20k to divide among himself and 2 siblings (finder's fee, maybe?).

But if they are all (except for 2 siblings) unrelated, I don't think that charging per tenant is a bad idea.

If my family and I (parents and siblings) were discussing whether to buy or lease a new car, they would buy. 

Obviously, I would love the chance to get ahead of this crazy market, but there is some agreements that need to made.1) Parents would be able to come and go, they want to live in house w/ us 6 months out of the year 2) Sibling would get $100,000 from sale for down payment to purchase a home in Utah for my parents to share w/ them so they can see grandkids in Utah and California 3) We all as a family would have to agree-we all want it in writing and I'm concerned that if it goes south it can cause problems w/ family relationships.How would you go about this?

I have convinced my siblings that we should buy a property (4bd, 4bth) instead of renting and throwing away their ~$2.2K/month.
