Another option could be a private lender or a community bank that specializes in investment properties.

There's also hard money & private lenders, but they can be expensive.

This helps if you're investigating any carrier, and looking for their financial stability or their ability to pay claims.  

You can also point out how the state of their property could potentially lower property values in the area, which might motivate them to take action.In the meantime, putting up a fence is a solid idea to at least create a pleasant and private space for your tenants.

The price for these 4200 SF buildings are very low about $135,000 per unit leased at $1350 a month and they have high end custom finishes and private patios, covered parking for 2 vehicles and usually all individual meters.

there is a way but only thru a private lender who has an appetite for this.
