I’m sure there’s some sketchy POF companies out there that will print something that looks official, but that’s fraud.

I've identified one property that we will likely officially "identify" in the 1031. 

I'd focus on areas that already have ordinances that officially allow them, like Wheat Ridge, Arvada, Littleton/Highlands Ranch, Jefferson County, many mountain/ski towns, etc. or just go with medium-term instead of short term. 

I haven't officially put any of it in to practice, found another niche I like a little better for now (land). 

I had my agent ask the city official about the variance, and the info she received was that we can't do this ahead of time; we would have to wait until the total loss occurs and we're in the rebuilding situation.

You will also want to check your state laws because you may be required to send them an official letter stating the reason they have been denied.
