The only problem I have is you cannot transfer money out of it on-line.  

I would recommend finding an agent on Bigger Pockets (since you know that they will be more investor based) or look up investor agents online, and interview them from there!

I am finding plenty of information online about the program but nothing explaining how it is directly impacting buyers looking to buy and hold property in the city.

IF that is the case, pick on where the rent is low and that solves one of your problems.you should be able to find out what your local laws are online.

When it drops to one months worth I do an online order and it arrives within a week.
