The only problem the HOA is considering to ban any type of flooring except for carpet in rooms other than the kitchen or bathroom. 

Section 8 getting gamed is an easy way to get banned from participation from a landlord and tenant aspect.

I've looked at artificial turf before, but some cities have banned it.

For example: Subtenants are allowed by law so if your tenant is subletting you can't use that as a reason to evict, even if your lease explicitly bans it(you can require approval, but there are only a few reasons you can deny approval, and credit score isn't one of them). 

Does anyone know where I can buy either (a) a washer and dryer that comes with this system, or (b) an aftermarket add on?

One alternative approach that you can do if it's a local or regional ban is to have them go through the commitment process first before ordering third party reports.

Florida has prohibited any new local regulations that ban vacation rentals, but they can still pass new laws regulating them and any existing prohibitions are grandfathered in.  

There was no outright ban or limit to number of people, just a mention of the definition of family being any number of related individuals, or up to 4 unrelated individuals.

There is also a parking ban in the winter from December to April that would pose a problem for winter 6 month leases.
