Hiring a VA "First Time Jitters"

Guys, I am about to hire a VA (not through upwork) and I want to make sure I am not missing anything on my job discription. If you have any input that would be great. For now the VA will be doing some outbound calling, , data mining, skiptracing etc.....look at the description it should be descriptive. Just looking for a little feedback, they are not hired through upwork so I am a little skeptical but from what I been reading not all freelancings work through upwork. They are asking for a $60 upfront fee and they will provide 2 weeks of service to review their work, and after that its $2/hr Job Description
