I've called around to Jefferson county sheriffs office, assessor, the courts, and on and on, and cant seem to get a list of any kind from them.

To the West, Villa Park, Jefferson Park are better value than Highlands but don't have all the amenities yet.

I agree that SCS is so much more desirable because on the lake side of Jefferson Ave are homes with canals for private boats. 

What is the general property tax rate in Jefferson county?

Of course I am biased but I think Detroit's Midtown, New Center, East Jefferson, Corktown, West Village, Milwaukee Junction, Sugar Hill district, Eastern Market District, Detroit Medical Center, and soon Northend are where any investor stands to get a really great return on their investment since comparatively speaking these neighborhoods are hot and prices are still relatively tame compared to other cities seeing similar growth.
