@Justin Lee I am a mortgage LO and have worked for many of the big banks....very few will do investment property HELOC but you should be able to pull cash out up to 75% of the property value with a Conventional mortgage (assuming all other qualifying criteria is met of course).

The best thing the CFPB has ever done was impose the LO Compensation rule, which says that a loan originator must get paid exactly the same no matter your particular interest rate or loan terms.

In any case, obviously this LO is scrambling to make something happen, perhaps the square footage of the house is larger than was assumed upfront at preapproval (family of 2 spouses and 2 kids buying a 5 br / 4 bath, f. ex, could cause this).
