In fact a strategy I implement with one of my clients in particular is targeting rowhouses in DC that DO NOT have open concept main levels....and we turn the dining room into an additional bedroom.Legal multifamilies are another strategy. 

It has everything needed for a full family setup (full kitchen, dining area, 2 bedrooms, 1 large bathroom, and it even has a washer/dryer hookup in the master bedroom). 

This comports with my college experience, when I slept in a curtained-off den/dining room (complete with chandelier), paying only $250/mo for utilities, internet, and my meager portion of the rent.

I am looking to convert the game room and the formal dining room into two bedrooms.

Obviously one of these could potentially be a dining room, but my question is, could one of these rooms be considered a 3rd bedroom?
