several issues: (1) obtain environmental monitoring data to see if current tanks are not leaking(2) how old are tanks. did the gas station replace older tanks?

$40k is rock bottom and will probably be inadequate if any infrastructure work needs to be done.

Will the US due to a difference in sanitation infrastructure, healthcare, and quarantine escape the impact of the Coronavirus?

In Milwaukee we have a trusted Facebook group that's monitored heavily so that we can weed out the bad contractors, realtors and other pro's in the field.

So you've got to monitor that.Also,  you do not want to do a refinance and is followed closely by a sale and subsequent 1031 exchange without running it by your accountant.
