Structural & functional items usually need permitting (framing, roof, electrical, plumbing, etc), whereas flooring and landscaping do not.

Things we've had flagged in the past are having dual sensor smoke detectors installed, all windows must open/close, torn window screens, functioning garage door, fire extinguisher present in kitchen, floors/walls must be in good repair, 2 prong outlets if no grounding wire is present, etc.

Obviously the house and cottage are functional right now. 

Although is fine to deliver a clean, functional  property and no more but  the OP wanted to do more on move in, my thought is link it to the property.
