I'm not zoned for multi family but...

I spoke with my local zoning office to ask about converting my basement. They explained that basically adding a 2nd 220v outlet is what determines whether or not it's multi family. Any suggestions on how to convert my large wet bar into a kitchen with out the use of another 220? Also I would like to separate the stairs going from top to bottom level. I was thinking an exterior door (it's an interior staircase) for security, is that a possibility or a bad idea? Theirs an exterior private entrance already but I don't want to seal the door for if I ever want to sell the house.

P.S. I will be occupying the main level of the home.
