Read the bylaws for any unusual requirements.  

Hand written address on the envelope could help as well as a colored envelope or an unusual size. 

I've been networking in the Finance space and have found that folks in my field have been extraordinarily receptive in these unusual times.

Seems unusual to want to put up cameras at a duplex and incur the ongoing connection costs for them.

It isn't unusual to have a contractor add a square to the overall order to cover any unforeseen waste or problems, but 6 squares is too much.The bricks are even more strange.

I'd use a percentage based on the square feet of the living space or a percentage based on the number of residents.Also, keep an eye on the utility bills for unusual spikes. 

This doesn't mean it's a habit to share info with others, but its extra protection for the inspector in unusual and sticky situations just like this.
