You do not want to own property (or earn income) under the jurisdiction of a desperate & broke government unless there is a risk/return ratio that takes such an environment into consideration.

If you had read and understood, you would have seen that in two federal cases that went to court that two different federal judges ruled against the government and concluded that email was proof of submission.

I called my local government about a condemned property and the inspector for that area of the city was tremendously helpful.

Pool multiple “lenders” into this loan and that could be a problem with securities laws and/or other state laws governing lending. 

You might be seeing the results from bad local government policies.

Where controversy arises is usually in cases where there is not a correct or complete understanding of either the strategy or the applicable laws and legal doctrines governing its use.

This is not the wild west, you are operating a business in which laws govern your operations.
