Nah guys, my bad, miscommunicated....Each panel is 60amps.I guess the problem lies in the way the electric makes it to the panels inside the building:The lines are buried in a 2in pipe in foundation cement up until the panels.

I had jacked up the insulation to about 24" (90% plus of HEAT GAIN is through the roof), I had SOLAR SCREENS on all south and west facing windows, all of my windows and doors were well caulked to prevent air leaks, all of my units had electronic/automatic set-back thermostats, whenever I replaced a roof I went with a ridge vent to improve air flow through the attic.

it's not expensive to install electric baseboard heat as long as you have room on the panel...may be the best option here
