Nah guys, my bad, miscommunicated....Each panel is 60amps.I guess the problem lies in the way the electric makes it to the panels inside the building:The lines are buried in a 2in pipe in foundation cement up until the panels.

I had jacked up the insulation to about 24" (90% plus of HEAT GAIN is through the roof), I had SOLAR SCREENS on all south and west facing windows, all of my windows and doors were well caulked to prevent air leaks, all of my units had electronic/automatic set-back thermostats, whenever I replaced a roof I went with a ridge vent to improve air flow through the attic.

The ground wire and neutral wire do indeed connect to the same bar in your MAIN panel.

Rich and I have something (actually seversal things) in common.Obama has to spend to get the country out of the mess Bush left.Gore is off the grid, solar, wind, so if he uses a 10,000 tonawatts (lol) a day, I don't really care.

it's not expensive to install electric baseboard heat as long as you have room on the panel...may be the best option here
