By having the bill come to me, I know as soon as it can be known that water was overused and I have control of the payments and prevented liens from non-payment.A midway approach I have seen attempted (mostly with great pain) is to have the bills come to you, but make the tenant responsible as per the lease.
Jason Schmidt can someone please explain this 50% rule to me?

I learned from it, and I can tell you it will never happen again, but I am not blaming the other party, just myself for being to inept or trusting to prevent it.In this case, yes the economy would be slammed if they went bad, but just like with Gas Prices, I think it might be good for us.

Jon, I'm not sure if the "language barrier" ;) is preventing me from making myself understood, or whether this type of arrangement really is unknown in the USA (which would surprise me).You mention an "investor", but I'm not proposing having an option to purchase as part of the arrangement.
