It is very complicated and I have lost money on more than a few occasions.

I've met with the city on several occasions so I know what they will and won't allow.

They say 2 weeks, but that has not been my experience on either occasion at either store.

I see our HOA management is very passive about reinforcement except on occasion when they are confronted by active loud spoken neighbor.

This is in Texas and has been upheld in court on several occasions.

I also have had it recommended on other occasions that extra deposits and rent can take the place of that stability if they can prove they can pay the rent. 

I have accepted one year rent payments on several occasions from renters who have met all rental requirements, so don't let that alone be the deterrent in renting to a qualified prospect, however,  I sense several red flags from this prospect. 

There have been occasions when a spouse deliberately refused to cooperate in the sale of a property - spite, whatever - and the judge allowed the proceding to go forward. 

Have had to take papers from one city office to another on many occasions.

I have on occasion threatened my tenants with water charges when the bill has been high, ie they didn't report a leaking toilet, which ran the bill up.Good luck.
