LizI live in houston (burbs) and work in the medical center;  I don't know for sure but with 2 universities, the downtown area, museums, the theater district, and the medical center-I can easily see a high occupancy there.

This means that Emotional Support Animals aren’t required to be allowed in restaurants, movie theaters and other businesses but it is required that an animal that provides a service be allowed.

Guess the big hotels used the little money they were making to lobby for the law.
