I have faced this for many years and has not been an issue (yet), and survived the scrutiny of an audit.

We use a management software that includes tenant and owner portals. 

The first screener, James, told me how he once owned a 3000-employee software company that he sold and how, as CEO, he had to make all kinds of uncomfortable decisions where he didn’t have all of the information before making a move.

Most of the software I use for deals for myself and my clients use an algorithm that will use statistical amounts for replacement based on current costs.

You can use software like propstream or something similar to pull lists of all 2-4 unit properties in your target areas.

Have you done any research on short-term rentals in general, the Houston market specifically, the software tools being used in the STR industry, the market data and research info available? 

If you are audited and the IRS looks at your 1031 and there is only your word against your actions, you're going to lose the audit.I totally get you wanting to avoid those nasty ordinary income taxes.
