No one can predict if we will have a crash because there are too many macroeconomic issues.If the government keeps printing trillions a year then yeah we will not have a crash.Let me tell you what I am seeing and people can make their own assumptions:1.

There is government data online to see where good schools are, low crime rates, and desirable city amenities.  

However, in many cases you likely won't be able to obtain by-laws until you are under contract.I would have your attorney include a specific "HOA" rider in the contract for this exact reason- It basically would require that you have ample time to review the governing docs of the HOA, such as master deed, current by-laws, current year’s budget, and last two years of audited financial statements, association meeting minutes, etc. 

Write it all down, print it out, and hand it to them. 

Get a feel for the local government, are they growth focused or are they restricting construction?

On top of that, the government lenders like Fannie and Freddie may not lend against these buildings.
