I meet the requirements, which are: 1) More than 640 credit score. 2) No missed payments 3) No second mortgages 4) did not use a down payment assistance program to buy the home.  

Its just for Pennsylvania - we use both because sometimes things do slip through our background check through our software program specifically in regard to landlord tenant complaints.

Is anyone getting $1800 or more in rent for 3 bedroom 2 bathroom apartments through programs?

There is "delayed financing" options where you can do this but its usually not same-day.However, what you are looking for is probably a hard money lender that does not require appraisals - this allows quick closes and functionally the same as cash offers (and pretty much what you appear to be looking for)

I met with a new bookkeeper today and she referred me to the SCORE Mentorship Program.

Buyers already shop buying agents all the time based on commission, e.g. working with agents on commission rebate programs. 

What Happens After This:As you can imagine, building a working software is no easy feat as there are a lot of moving parts to be considered, especially when it comes to functionality and features. 

Ask your agent if they have a local lender they work with that may have more programs available to finance you.

The 5% program is for owner occupied multi-unit properties -and I'm pretty sure it isn't intended for BRRRRs... but I don't know all the in's and outs of that.
