Lots of landlords rent with utilities included - if the tenant grows pot in their bedroom using the "included" electricity and water, the landlord is not responsible (provided s/he does not know about the activities).

Lots of pot holes in rent to own and lease purchase deals, most come to a dead end.Look to Subject-to transactions and seller financing, getting the deed is much, much better.

The old Romex is not safe to use with fixtures which generate significant heat (ie. pot lights), so be on the lookout for that.I looked at a house just last week which had been wired with General Electric BradX 12/2 Pb NMD-3 wiring.
