I would just monitor the situation and check in from time to time. 

You can find a deal with 10-15 mins a day of work... get up a little earlier than normal, have some coffee, check Zillow/Realtor/whatever you use for MLS searches and keep a spreadsheet with home data on it to monitor trends until you find something you want to make an offer on.

Also, Apartments.com (a lot of apartment complexes post their listings here), you should be able to get a general idea of what apartments are going for, and if you continually monitor you can see how long they stay on the market for...

For that property, STR could work if it’s allowed and if you have a good infrastructure for it out there. 

From what I know they also started monitoring airbnb-s and are reaching out to those who do not pay.
