If outlined in your lease clearly, my method should prove effective; if a tenant complains about wrongful withholding of the security deposit for an unknown water bill, that withholding dispute will be resolved before it can go anywhere.

Another factor that could create the amount owed is if your employer is not withholding enough in taxes and it was not caught until tax season.

I would explain to the tenant that these issues do not affect habitability and that if they withhold rent they will be evicted but that these issues are being addressed.

A reciprocal agreement just means that the other states agree not to withhold and tax you on that income.if you work for a state that you are not a resident of, your resident state will normally provide you a credit for taxes paid to a different state.

If the LLC has more than one owner, the FIRPTA withholding rules would not apply (there may be other withholding requirements at the LLC level, however).Thanks a lot for your answer, @Nicholas Aiola.
