Many times, the municipality / township still provides the usual "streets and sanitation (scavenger/refuse)" stuff as well as water and sewer, police and fire, ...For condos, the HOA usually covers everything outside of the unit: the hallways, the elevators, stairways, surrounding structure, etc.

I have found many mice droppings in my child's bed, my bed, our entire bottom half of the kitchen cabinets (cannot be used they're so bad, and I've sanitized everything a total of five times before moving everything to plastic bins), on toys, on clothes hanging in my closet, countertops, infested my couch.

Another suggestion: hire someone to fog the affected studs with professional deoderizer/sanitizer after you have removed all of the old insulation which has to be replaced.
