A spoonful would be too much.However, elimination & sanitation of food sources in combination with this form of baiting would be an ideal roach control solution.

I'd wipe down the fridge and the stove and sanitize them (stove daily, fridge every few weeks).

I don't think that is a bad thing as they ask for a higher regard for safety and sanitation than our local municipality in Pennsylvania. 

Many times, the municipality / township still provides the usual "streets and sanitation (scavenger/refuse)" stuff as well as water and sewer, police and fire, ...For condos, the HOA usually covers everything outside of the unit: the hallways, the elevators, stairways, surrounding structure, etc.

While the apartment itself is fine, the conditions in the building are not meeting any safety or sanitation standards. 

The non-refundable pet fee is used for "a disinfecting/sanitizing carpeting cleaning".  

I have found many mice droppings in my child's bed, my bed, our entire bottom half of the kitchen cabinets (cannot be used they're so bad, and I've sanitized everything a total of five times before moving everything to plastic bins), on toys, on clothes hanging in my closet, countertops, infested my couch.

If the tenant did not return for her now-boxed items by the time the new tenants were ready to move in, I'd put the boxes at the curb for the sanitation department. 

Another suggestion: hire someone to fog the affected studs with professional deoderizer/sanitizer after you have removed all of the old insulation which has to be replaced.
