3) Who handles/pays for the maintenance (striping, resurfacing, etc)?

Both bathrooms will need to be remodeled to the extent of replacing shower/bath area, faucets, sink and resurfacing cabinets. 

The HOA is suggesting resurfacing the pool and there were 2 options.  

FYI, there are some companies in DFW that will resurface Formica.

And like @Perry Ivy mentioned about birth traits, I will add to that: If you ever had conflicts with your siblings growing up, you can bet they will resurface again....what will appear to be a conflict with your business will actually turn out to be some deep-rooted, unresolved issues from childhood once you start drilling down to resolve the disagreement.

I wouldn't do the counters either, just resurface it.  

I can understand the cost to resurface the kitchen cabinets.  

You can always resurface a wood finish with out the sanding if all you're worried about are surface scratches and not gouges.
