You could have easily bought a $44 mini fridge for insulin when the problems started.Seems the landlord made a good faith effort sending out a repair man quickly.Are you really paying $500 or did you just pay a co-pay.What about power outages?

While some folks may have experience with Windows, most are not contractors.As a business owner, I recommend you call a window repair man in your area, get an idea of price to fix it, and either fix or replace.

@Robert JamesVery subjective to say the least in regards to “fit and habitable.“ I was looking at it from the perspective of the foundation repairman that I am vs. the landlord.  

However, If a piece of baseboard had a small amount of surface black mold, it wouldn't be unusual for a repairman to clean it, bleach it, and keep it. 

Every time you do a repair like that, you are probably saving yourself $100-$200 in labor that a repairman would charge you.
