The thing that would deter me from this location is a background rate of appreciation of 3.12% and low school ratings.

I plan to use it as a rental property, but I'm concerned about the location—Bullhead City, Arizona.

In davidson county most people book an STR to be close to downtown or at least close to somewhere cool as a secondary priority (like 5 points or 12 south for example).If you have an STR in white house it's going to need to make up for location.

It is in good condition and centrally located to shopping and the base so I'm surprise that it has been sitting this long. 

What were the prior tenants during this time using it for?

Location, location, location. 

There are several solid locations inside the loop but it can be a little more street by street though, I'd definitely recommend talking to a local realtor if this was an area you were looking to explore in.
