In the meantime I have a family living in damp conditions fearful of what the next storm will bring.

I wear FR (Flame Retardant) clothing with my housing logo embroidered on the chest. 

The basement gets wet/damp during heavy rains.

Just bring your clothing and toothbrush.

And this may seem obvious, but look for the old cars, guys that buy their clothes at Costco, and have absolutely nothing to sell you.

The property has clean but old wooden furniture, a nice china set, clothes, etc.

They will not accept items such as paper diapers, toys, sanitary napkins, tampon applicators, balls of hair, grease, table scraps (if no garbage disposal), clothing, rags, sand, dirt, newspapers, or similar items.

Is the car they are driving have trash or clothes thrown all over the place?

Many you pursue will be "wolves in sheep's clothing" just looking to make a fast buck off your inexperience.
