You can't AP a property with an existing remainderman.

You get a PA letter for single family or 2-4 unit properties.  

If you have a title office that has completed assignments or double closings before they shouldn't care if it's on a TREC or a PA.

Each association does a good job of putting together a PA and it is looked over by lawyers and if your a realtor they will defend it in court for you.

Now, if you want a building permit within the City proper, you need to be further licensed with the City, which might sound impressive but just means you've got to have six times the minimum insurance a PA contractor needs and pay the City $100 a year and that's it.
