If you own a house and it has property manager and someone trips over an uneven chunk of sidewalk the odds of you being successfully sued are pretty much zero. 

A diseased tree is about to fall on the neighbor and the sidewalk is broken in two places. 

Got a ton of major repairs done already (new plumbing, gutted basement, new fence, roof, chimney work, concrete work/sidewalks, parking, new yard, etc.

And zero on asphalt/concrete for driveway/sidewalk/deck repairs.

Think about the dirt they pick up after walking around the block, stepping in water, dirt, mud, poo, and the general filth on the sidewalks/street.

One thing I see is the concrete on the sidewalk has some large cracks in it when it freezes, water gets in there and refreezes and heaves those cracks bigger. 

Drive from one block with nicely manicured lawns to the next with with boarded up properties,  weeds in the cracks of the sidewalk, trash, and people sitting on the door stoop because they have no job and it is easy to see why one block is better than the other.

This also gives the opportunity to understand other development requirements such as landscaping (possible tree removal fees), detention/stormwater runoff requirements, locations of existing utilities, public improvement requirements such as lighting/sidewalks/utility extensions, verification of floodway.
