Our experience is that any tenant who came with a voucher plus the assistance of any agency, or who had been in a homeless shelter, was an absolute nightmare.

Carrie...the HUD-VASH program is different from what you are thinking of which is a residential (also known as a personal care home) for veterans.HUD-VASH are vouchers given to homeless veterans similar to the Section 8 programs many may be familiar with.
