To give you an idea, I looked at the Detroit water system site and including sewer, it's: $90.20 per 1000 cubic feet of water (7.48 gallons per cubic foot).

The usage was 101,000 gallons for the 2 month billing cycle, of which the home was only occupied for 10 days. 

Normally we will establish a "base" amount of kilowatt hours or gallons, and specify a percentage split between the units, weighted based on these factors.

Drywells- I use a Home Depot black plastic 30 gallon.  

I bought a 350 gallon black rubber livestock watering tank from a farm supply store, $250. 

Neighbor did his porch and didn't like that it was too rough so he gave me a whole 5 gallon can.

Are we talking storing a 55 gallon drum of Kerosene or are we talking about a bic lighter?

Since you stated you are going to replace the carpet I recommend spraying "Odoban" (about $10 for a gallon to dilute) or some other cleaner/smell remover over the pad (if you don't replace it since it will hold the odor) or on the floor if you remove the pad. 

Agreeable gray comes in premixed 5 gallon buckets at SW because they sell so much of it.

Had a 1500 gallon tank installed (about $8k I believe).
