This situation is hard to troubleshoot unless you have heard of it before and has the potential of creating mold if you don't remediate with a dehumidifier and the tenant keeping the temp at a reasonable differential to the outside temp.Another issue is they are almost always painted wood exteriors with intricate wood molding. 

NO COLLEGE/TRADE SCHOOL im 24y old and I've mostly worked in warehouse jobs through temp agencies, somewhere between 44k - 55k a year and that line of work changed since now I'm in a more corporate job (credit dep.)

HVAC - noted several HVAC registers in the home were not releasing air consistently, different room reads different temps.

I plan on branching out to other parts of the east valley as well such as Tempe, Mesa and Chandler as well.

Having a temp tenant come in with no money doesn't seem like a great long-term strategy.

I've offered incentives (cash, temp use of parking spot, etc) but no response.

But don't be surprised if temp housing suits you better.Lots of worlds to explore and lots of varying marketing strategies to let people know about your space.Best to you!

The location is in Tempe and is a killer location. 3% vacancy in this market, but 20-30% vacancy during 2008.Do not have a need to break into Phoenix, just like the market a lot and live a couple hours away so would be a convenient market to get into. 

You can try looking in Tempe or in the West Valley near the Cardinals stadium.
