For the first time I went way over budget but virtually met the schedule goal.  

I have some guys that are sitting on houses because they went over budget , and over improved for the neighborhood .Have a exit plan .

Without that, I'd set aside at least 10% of your budget for this purpose if you do it on your own. 

We are not at war, but our budget is greater than national GDP.
