I would tell him you don't have the means to put him in a hotel right now.I would be very kind to refund remaining rent after he leaves and maybe full deposit.I would really encourage them to vacant and you will bend over backwards to help.After they leave you could give them another $500 if you would like.Is your state still giving tenants COVID relief?

If your point is that they let someone else paint a brick house a shade of white last year, the only way I see you find relief is to pay a lawyer to argue your point and show that you are serious about pursuing a case against the HOA for favoritism and unequal treatment.

There are definitely some land lords who are getting stiffed as well, but the government really has started to come through for land lords with all the rent relief.
