Every time I try and DIY a major deal like this, I under charge the seller and end up hosed.  

I sell them for $75 each and supply the hoses, vent lines, etc. and do the hook up.

One day the dogs decided tugging on the garden hose was great fun.

I replaced the whole faucet for herNext, she wanted a laundry room washer drain stack installed (I've owned the building for two years and everyone just runs the washer drain hose to the drain in the floor).

Take off values under sinks and toilets, connect a hose adapter and flush out that line.Watch for leaks, especially ones in walls.

Portable a/c and fitting made for like the washer hose bib or outside hose bib. with a presure gauge to see if it holds.

Either come back down to your number or you need to keep using the new contractor.That'll tell you whether they're hosing you are not. 

But, for my units where I pay the water bill, I had the hose bibs disconnected.
