We have encountered companies which will not underwrite knob-and-tube or aluminium wiring {which can be perfectly safe}, but never one that refused paper/fabric-covered wiring.What does your insurer classify as "fabric/cloth covered wiring" {I cannot really see the pictures closely enough).

Having an additional 10%-15% of your rehab budget for cost over runs is always a safe bet, and then there is the monthly carrying costs.  

If schools aren't a concern, buy a single family home in a safe neighborhood along the gentrification path in one of the boroughs...think Astoria, that type of neighborhood.

Also, go to a locksmith store and purchase the devices that can be installed on windows to lock them without needing to drill into the frame.
