I recommend that you talk to a licensed debt collection company or a law firm on collection action.

I use a scoring system where applicants gain and lose points and their total either meets or falls short of my established line in the sand.

Just like @Russell Brazil said, I would review your contract to see if any of the established terms are not being followed.
