It is a 4-Unit on a double wide lot in Jefferson Park, that would be owner occupied by myself and my significant other.

Recently, I expanded my search to Jefferson Pk, Albany Pk, Lincoln Sq , Ravenswood area, but those are even worse.  

Before finding that right home for you, think about the community you are interested in, down home people friendly small town or a booming metropolis.

Another keyword you could use in a search could be Jefferson County, perhaps you can find PMs servicing broader Jefferson County? 

Albany Park, Avondale, Jefferson Park, Humboldt, etc.) 

I don't have any help on the how, but I used to live in Ohio in Jefferson County. 

I would like to know if you have any recommendations for a broker familiar with the cities in the outskirts of the metropolis (maybe Frisco or Lancaster) to help me find my first duplex, triplex, or quad for my first house hack. 

@Arnold Finkelstein, there is a trial-level decision in Jefferson County that says the Rioprop time limit runs even while a property is one the state inventory. 

I would start getting to know Jefferson Park, Old Irving Park or Avondale.

Depending on what your goals are (and where you stand financially now), I would also suggest Point Breeze, Passyunk, graduate hospital, any neighborhoods around the various colleges (Drexel, Temple, Penn, Jefferson, etc) and Manayunk (not sure how far your radius is).
