Basically, get to 20 cashflowing properties (or whatever number works for you), then swap out the weakest for stronger properties over time.

The one thing to do, too, is to ask for the bank to allow releases... whereby you can either swap out on a property basis (e.g. one-for-one collateral substitution) on sale, or cash out single parcels (e.g. like a builder does on a development loan) on sale.

@Neil Whitney you don't have to go up in value but you pay capital gain taxes on the difference between like properties. what the OP is suggesting is to purchase two properties that would have a value greater than 650k, a 1031 doesn't have to be a 1 for 1 swap.
