We typically remove the cement board and the tile when we replaced for the reason listed above, the cost of the cement board is less than the labor it would take to prep the substrate for the new tile and the new board also offers a more level surfaces than the alternative.

The recommendation was that all porous surfaces - like grout - needed more than a wipe down and that carpeting and even AC filters/vents might be lingering culprits.

@Mathew Fuller unless you are installing the flooring yourself, there is no cheaper flooring surface to refinish than hard wood floors generally speaking.

I told them Okay, I am willing to install carpet in the areas CC&R's states (upon studying the rules it does state hard surface is okay in kitchen, dining room & bathroom).
