Basically with knowing there could be some potentially large items to fix in the near future, knowing that you could utilize the money better elsewhere, and seeing where our price levels are right now, my suggestion would be to 1031 this property into a better cash flowing property with more stable long term values.

Her edge for me to consider her over others is that she can offer higher and stable rent, but I need to verify if her higher rent is including utilities ASAP; she asked me to increase my asking rent to what she’s allowed from section 8 if I can provide her a cooking stove, and to install central air which I’m considering anyway.And what should I tell my other turned down qualifying applicant without any discriminating element that I might not be aware of if they ask for the specific reason after I’d told them that I’d already chosen a financially better qualifying tenant over them?

Most people don't buy for speculation at these prices but rather for a place to live which tends to keep prices stable and in fact rising - at least where I am.

Your goal should be to seek tenants that have a history and reasonable expectation of stable, steady income so they can pay their bills regularly each month.

Apparently there are not a lot of houses that change hands (at least at arms length or not involving investors), as the area is pretty stable, so most of the comps in my original appraisals are just a little older than those dates.
