Taking 'effective' action is what you need to do next, find out what your goal really is and work backwards in discovering what you need to do to achieve it.

Rarely is that effective or provide an accurate depiction of the neighborhood characteristics.

One thing to consider is also looking at other homes on zillow around your address, if you see that everyone is doing homes the same way then yes, you should consider what color, tile, and updates can really make yours standout. 

No previous tenants or current tenants complain of the mold issue or have any side effects of the mold.

If you can address the most important issues, it may open up refinancing options

The difference on each was ~10% and 10% on these properties were 6 figure difference.To address @Patrick Britton sarcastic reply on why I know the value better than the appraiser in my market is that I deal primarily with small multiplex in my market.
