I suggest putting in at least 4 inches to cap your building and improve energy consumption, At the time of the tear off coordinate renting a blown insulation machine too and you can add insulation from the roof into the attic/crawl space above the ceiling level to avoid interior repairs.

Personal friend is a plumber and he uses a system of pressurizing the system and injecting liquid plastic to seal it all up - - 20 year warranttee.Here in our locale, slabs frequently crack due to soil expansion and when fixing one of these, we jack-hammer the interior and r/r all the plumbing at one time.

@David KrulacI was looking at a comp in Altoona today which was an REO, with nice siding, replacement windows and a fair interior.  

a revised drawing will have to be made for the effected areas and then submitted to the building department. you can usually continue with the work while they review it if it is minor interior design.. 

My question to walk around quickly to see the interior was met with a firm no, and a "You can see the level of junk we are dealing with here, come back next year."

If you're going to install or upgrade windows, it makes no sense to go cheap - - install eGlass.eGlass is two or three panes with a special coating on the surface between the panes and only on the pane facing the interior of the room.
