I'm not sure about Florida law but in Pennsylvania tenants have a legal right to quiet enjoyment and courts have interpreted excessive landlord intrusion as a violation of this right.

The way i interpret it is, the list will only produce either pre-foreclosures, or pending auction sales or properties that are now bank owned.
