Any and all contracts I read that are over about $100,000 all tools and materials of the job are the responsibility of the contractor until final approval of the building by owner/architect.

I was planning to use Innova Eco MgO SIPs until an architect we were trying to hire spoke to an engineer who was knowledgeable of these SIPs and got negative, but the engineer who evaluated the foundation is fine with designing with them, maybe because he's more experienced.

NC is a lot tougher with licensing, but I believe the owner may file for the permit him/herself - If it is structural you will need an architect or engineer anyway.
